Weird 'Lag' Effect CSS HELP!

Hi guys,

My new computer arrived 2 days ago with specs:

Windows Vista
Intel® Core™2 Quad processor Q9300 2.5g
3GB 800MHz DDR2 SDRAM
750GB SATA 3.0Gb/s with NCQ
Dell™ E228WFP 22" Widescreen Flat Panel Monitor
Dual 512MB PCIe™ x16 NVIDIA® GeForce® 9800 GT

Now, you would think I would get fairly decent fps and it would run well with counter-strike source. I would get anywhere from 70-130 fps on max settings, however it had this strange lag effect - it does not feel smooth at all to play, whereas my shitter computer before hand actually ran it near perfect with the same fps. I did a video stress test and it gets around 60-80. Whats going wrong???? I find it hard to believe it cannot run Counter-strike source well, or at least smooth.

Sigh :(
