PC upgrading to play supreme commander ?......

I am having a pc with the following configuration.

1.AMD athlon 64 3000+(AM2)
2.2gb ddr2 (667) RAM
3.120gb + 360gb sata hdd
4.ASUS M2NPV-MX motherboard (6150 integrated graphics)
5.Odyssey 400watt psu

Till now I was playing older games like Empire Earth 1,Rise of nations, Warcraft 3 etc (mostly strategy) and were working fine on onboard graphics. Now I am thinking to play supreme commander and that is why I planned to buy 9600gso, but I read at many places that this is a CPU intensive game.For that I am thinking to go for AMD X2 4800+ and 8500gt card.If I am going for 9600gso I may have change my psu to 450 or 500watt am I right?..

Please suggest me which one is recommended or any better choice, I can spend hardly Rs6000/-(~150$).
