Ok what are the best oblivion mods to improve texture quality. And what are your personal favorite mods.

This to replace most Textures with high Res (Files size is 1.3gb). Qarl's Texture Pack 3
Also download the patch to pack 3 fixes some bugs Here
Some better weather effects. Here

I think thats more to do with the games engine. The Rain is like an advanced screen overlay its not physically part of the world.

Not without making a new mod... Just google around there's bound to be a rain mod
