Why won't grand theft auto work on my pc?

My computer meets all the reqiuerments but when i try to play it it shows a disk spinning.{its loading} But it never starts it just stays like that.The computer dosent even freeze or anything.http://www.techsupportforum.com/imag...s/icon_cry.gif
