Is my PC functioning the best it can?

Hey all

My computer has been working slower then usual since I tried something an IW support guy told me. I just wanted to know what I could do to get my PC to work the way it should with only the untweaked material in it. I remember when I first got my upgrade how smooth my PC was. Now when I even select a key to be changed in a COD4 or BF2142 menu it takes about ten seconds to register. So you get the idea

How can I make my PC work the way it should (No tweaking just making the stuff work the way it should)?

EDIT: This is what I did he told me to do to make my COD4 work better or something;

To help us isolate the issue, please perform a clean boot and let us know the results:

"NOTE: You must be logged on as an administrator or a member of the Administrators group in to complete this procedure. If your computer is connected to a network, network policy settings may also prevent you from completing this procedure.
1) Click the Start button > Run, type msconfig in the Open box, and then click OK.
2) On the General tab, click Selective Startup, and then click to clear the Process System.ini File, Process WIn.ini File, and Load Startup Items check boxes. You cannot clear the Use Original Boot.ini check box.
3) On the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
4) Click OK, and then click Restart to restart your computer.
5) After Windows starts, determine whether the symptoms are still present.

*Note: If later on you decide you want to re-enable programs that were closed down, you can undo these changes by simply un-checking the Hide all Microsoft Services box and hitting Enable All on both the mentioned tabs."

Then when it killed my computer I reversed it, and it works...."Ok" now.

Well first I need to make my computer back to normal then I can tweak.

I haven't tweaked anything. Before when I had a 7600GS it worked better, I could play COD4 without issues. Now I have around 15-30 FPS in COD4 with lag. Now how the heck is that even possible? :P
