COD4 Performance

Hello...I have gone through the 10 or so steps listed above this atleast twice now. I have also bought a new PSU, motherboard, CPU and RAM. None of these things have even BUDGED my issue. And at this point i'm pretty desperate for some good tips or information. Hope you can help.

To make it simple....my only problem is my FPS....it just stays in the 20's on average. In a more video demanding area of the map it drops below that; when i'm around nothing it might hit 35 FPS if i'm lucky. The only thing I have changed from the stock graphic settings are bullet impacts and blood.


Specs
Motherboard=Biostar NF520-A2 AM2
CPU=AMD Athlon 64 X2 5000+ 2.6GHz
RAM=2x1024mb Corsair XMS DDR2 800 PC64000(2 gigs dual chan)
Video Card=ATI Radeon x1650 Pro 512mb PCI-E
PSU=Corsair HX 620-watt (50 amps total on +12.00v)
OS=Windows XP
I do not overclock.

On a side note....based on my hardware and my hardware only.....theres no reason I should ever even HICCUP in cod4 so i'm really confused on this one. If anybody is going to try to tell me my solution is spending more money...like as in buying a new vid card. I know of a system with an x850 XT that runs full graphic settings and never even stutters on COD4. An x1650 with 512 should handle COD4 quite well from what I know. If I am terribly wrong please inform me. But your going to have some convincing to do.

yeah a couple flaws in your logic though.an 850xt wont run hdr because it doesnt fully support it.also its a known fact the 850xt blows away a 1600 or1650.remember when the 850xt was new it was the top dog,and sold for over 400$ like the top dog cards do now.a 1600 series on the other hand is very midrange.believe me ive owned both of those cards,and the 850 killed the 1650.if your lookin for a card look forward not back.get a 3850,or3870 if your looking to stay with ati.if your willing to change look at the 8800gt,or 9600gt.any of the newer cards i listed will give you a good gaming experience.

Yea, its looking like the video might actually be my bottleneck....unfortunately after already spending 340 bucks to replace mobo/RAM/cpu/PSU my budget is a tad limited on the card; I cant afford a top of the line 200-250 dollar card.
