Lag in every old game and FPS drops in CS 1.6

Hey newbie here.
So I'll get right down to the point.
I get serious FPS drops in counter-strike 1.6 i play with 100 FPS and it drops down to 30 - 70 FPS when I'm playing some maps.
This didn't happen before it just randomly occured. I find that counter-strike is a game where you must have 100 FPS since the small crosshair is really important.
And i also get lag at other games i shouldn't lag in like games from 2004. Games where System System Requirements Lab says it's above recommended. I still lag in them.
My video card says it's not overheated it says its 63 C when i checked it with nTUNE

I can't format too to find out if it's somekind of secret malware since my computer is a piece of crap and says the hard drive isn't connected.

My specs are :

AMD Sempron(tm) Processor 3000+
1.82 GHz
System RAM : 1.5 GB
Microsoft Windows XP Home Edition Service Pack 2
NVIDIA GeForce 7300 LE (GeForce 7300 LE) 512 MB

lol i got fps drops to with 7300 LE vid card when some1 is throwing a smoke to me my fps go from 100 to 30 and when i try to play cod 2 i got biggg laggy

pls help me to?
