some problems with Oblivion

I can't hear the ambient sounds and speeches in oblivion like talking to random people, spell casting sounds and speeches in Arena(Lady and gentlemen welcome to the arena) and this is what i've done:
1. turn on/off hardware acceleration in the control panel and Oblivion.ini
2.update driver
3.change the number of channels in Oblivion.ini file
and they all doesn't work.......

and DXdiag doesn't work either, i installed DX9c like 200 times but it just doesn't run, I go start->run->dxdiag.exe or dxdiag it says file not found, i looked for it in system and system 32 folder but i don't see anything

I have
1. Radeon X1950 Pro 256MB (no crossfire)
2.Realtek HD onboard card(I googled and there appears to be people that have problems with this, but people with the same chipset has no problem associating with sound)
3.AMD X2 4000+
4. and please don't question power supply cus its more than enough

how exactly is your audio setup.do you have a 5.1 sound card with 5.1 speakers?if you only have 2 channel speakers be sure the soundcard is set to 2 channel.

ok your answer is a bit vague.how many speakers do you have?do you have just stereo speakers(2 speakers by the way),or do you have more?

oh!!! i have two speakers and thats it sorry my english isn't that good XD
and btw i was asking how you might check to see if the sound cards set to 2 channels

go into the control panel,and open up sound.look for the audio mixer once opened.look for advanced properties.you may have to go through some tabs.when you find it the settings will either say 2 channels,or 5.1.be sure it is set to 2 channel.

have you tried updating your sound drivers?

edit:oops my bad i see you already tried that.have you installed the amd dual core optimizer

it makes an amd dual core cpu operate correctly mainly for games.many people who dont have that installed experience problems.

check the in game audio settings.make sure the sliders are all about equal.

if you think your sound card is at fault.then maybe you need a pci sound card.also have you tired to reinstall the game yet?somtimes this will fix problems like that.

oh yes i have, i have another computer, with the same sound device, plays fine, except for the fact that its slow cus its a laptop

well if you have tried a reinstall,and have updated the sound drivers.id say the fix would be another sound card.

oh I got it!!! I turned the audio hardware acceleration down on DXdiag which i reinstalled for unknown reasons!!! thanks pharoah your a god amount PC

uh oh new problem, it appears random static noises appear at random times, probably because of me turning hardware acceleration to basic.... is there some sort of compromise that i can do??

yeah buy a soundblaster pci soundcard,or if you cant right now.try the hardware acceleration at about half way.
