Hosting Problems URGENT

Ok I'm not sure if this post belongs here or the networking forums, so if its in the wrong plane I'd like for a mod to move it if necessary. My problem is something that is really weird but I've been to lans before and with this new computer I got it seems that I can not join anyones games on the lan network but I can host them and people can join them, and If i host a game for the lan and I want a friend to join it through the internet he can not. I have opened all the ports for hosting and everything. I have even went to someone elses house and used their router and what not and I know for sure that they can host but it just seems like an internal problem on my computer. I have windows firewall off and have no 3rd party firewalls on my computer what so ever. If anyone know if there is something inside my windows XP settings some where in an advanced section to fix this please let me know as this has been a real bummer when I go to lan parties and it means I have to host because no body else can.

when you opened the ports did you set a static ip?it should match the ip addy on the dmz,or port forwarding settings.
