Game Removal?

I recently tried to install the gaem Ceasar 3. It is a game much like Empire Earth. Thing is i played it about 3 or 4 years ago. I went to install and right at the end it said that it failed. So i tried it again. Same result. Now i have this program on my Add/Remove Program Files list. It says its taking up 700 mb but it wont let me uninstall it, im guessing because it never finished installation. My only guess is that there are scratches on the cd or something because it used to run perfectly fine. Granted it was an older computer. I am using a Dell Inspiron 6000 laptop currently. If anyone has any way to get it off the list if would be a big help.
thanks

microsoft also has tweakxp in their powertoys collection. it can also remove things from your add/remove list in the same manner as this.
