Enormous waste of money. Any pad will do, even a sheet of paper (ideally black construction paper glued to fiberboard) will track well with an optical mouse.
That would save you more than the amount of money it would have taken you to buy back your dignity had you actually taken one of those to a LAN party Seriously, if you have money burning that big a hole in your pocket, put it toward something that actually means something to your computer use- like a good keyboard.

I agree with Fox - any mouse pad will do. I do a lot of gaming, and my mouse pad cost me $1. Not kidding.
With optical mice, you don't even need a mouse pad, although the mice do track better with one. So just get any old mouse pad - get $1 pads, and get a few to keep as spares, if you like. As Fox said, if you have the money to burn, use it on something better.

Do you plan to overclock your CPU or video card? If so, water cooling for that component would be helpful. If not, water cooling really isn't necessary, and it's another case of "if you have the money to spend, use it on something else".

Yes, well that is one advantage - it'll get rid of the noise from the fan.
This is one expensive birthday you're having!

For what it's worth, they do make fans that are very quiet. You just have to check the reviews and decibel ratings. Many of my friends have found that once they get decent fans in their computers, the most noticeable sound comes from the hard drive spinning and seeking.
I suppose water cooling would be an option if you planned on overclocking...

What type of processor do you have (brand, model, socket)?

Usually the fan sits on top of- and is screwed into- the heatsink, so if you do choose to upgrade only that fan, it'll require only minimal effort on your part to switch out (vs. a complete heatsink swap, which is more involved).

If you have the stock cooler, removing it should simply be a matter of flipping two levers on the top, and unhooking the four "legs". Make sure the fan is unplugged before you remove the cooler.

Your CPU really does need a fan on it, to keep it properly cool. Until you get either your new fan or your water cooling, definitely keep the current fan on.

I highly recommend leaving the stock fan on, for several reasons:
1) It is Intel-certified, and has been designed for your CPU. 2) It will cool your CPU better than a standard case fan (if you can even get the case fan on). 3) You run the risk of damaging your CPU if you use any non-Intel-certified fan. Your best bet is just to leave it as it is and put up with the noise until you get your water cooling or new Intel-certified cooler/fan.
