What did you "just upgrade"? Did the problems start before or after you upgraded?

Download SensorsView Pro (in my sig) and post the temperatures, both when idle and when under load.

Do you have the problem at any other times - do any other games cause this problem, does it happen during normal use, etc.?

You say you just upgraded your power supply, but if the new one is what you listed, I'm sorry that I don't believe that is a very trusted brand. Though it may say it gives enough wattage, it may not actually be delivering that much. Or the amps on each rail may not be high enough to run your system.
Your original hunch that this is a power issue sounds correct. If you can borrow a trusted brand supply (Antec, FSP, Enermax, Silverstone) from a friend, test with that and see if that helps.

i have tested my XG powersupply with a multimeter and all voltages are withing accepptable limits im getting just under 5% deviation on the 12v rails and im getting 32 amp on the 12v rail wich is neccessary for a ATI X1900 type video card

as for tempratures they arnt a problem as im running a water cooling system
i get 20-25 degrees for CPU under load and 30-40 for video card under load

it also appears that i have uninstalled all ati drivers and reinstalled them and ti appears that the card is running fine now will benchmark and test more to see if all is good
