Ridiculously Low FPS in WoW

Ok so I've recently got a computer and i'll admit it isn't fantastic but ive been playing WoW lately and my FPS is a joke its way to low and i know it should be much higher i live in england but play on US servers

It can go as low as 4 in alterac Valley and the best i get is 17-18 in orgrimmar if i go fullscreen i typically play windowed mode so im around 13-15 usually

Yeah i know its abit pants can ya reccomend a decent upgrade thats not over the top expensive?
