professional help needed, WoW

Hello all,
I was asked to move recently to the UAE so that i can contract for kickboxing in a local club and ended up buying my own pc, i used to enjoy playing Wow from net cafes in my old country. :)
Anyway its been about 6 months now, and i was suffering horrible ping and resorted to using programs like your-freedom and surscribing to lowerping.
Knowing all these programs do exaclty the same thing (tunnel proxy) they all gave me the same latency, not very low but u know, playable.

After a recent cable hit in the middle east pings flew all over the place, even 2 months after getting fixed (now) i cannot achieve the low ping i worked 6 months to get before, if i didnt mention, i stopped using these programs and googled the net for 2 weeks till i got a decent ping without having to pay programs.

Now with these programs im getting 350 ms and 600 without (i screwed up all my settings and tweaks in the 1 month of cable getting fixed out of desperation) as opposed to the 160 ms i used to get before the undersea cable was hit, i tried on 2 pc's and same thing.

I heard about this site from a freind and ive read many wow latency threads here aswell, but they usually evolve to questions about the OP's personal PC/modem/ect so they dont help me too much.
Id like to know from proffesionals how to go about this and reduce my latency :) back to the way it was, i have TCP optimizer installed now and i took advice from some guy on speedguide.com and increased my ping by 200....ye, thats the first thing id like to fix, im going to play on my old PC which is XP and ive got all the tools to help me tweak it up :)

P.S: i know lower pings are acheiavle, i recall having the exact same ping as now 6 months ago, before tweaking and using tunneling programs but something is wrong and id like to fix it :)

There is not much you can do on your end if there is latency down the line in routing. Is cable your only choice in the UAE? Do you have the option to use DSL?
