Major LAG in All Games Played....

Every game I've been playing whether its Call of Duty 4, Counter-Strike, Counter-Strike: Source, etc. I get a large amount of lag spikes. I have tried going straight into my modem and have tried with my router and I still get the same thing. I've pinged the servers and I even pinged google and it spikes while pinging them.
I have looked around on the web and noticed identical issues but they really didn't help me any because they were with games that I don't play. I have a feeling it has something to do with my network card considering my other computer I have it works fine on. But this new computer does it all the time.

Please note the other computer is Windows XP, Im thinking maybe its a problem between my NIC card and my Vista.

My Specs:
