Runescape Strange Lag issue..

When i play runescape i get a weird lag issue, were the game plays fine for like 3 seconds then stops [freezes] of 1/2 a second then runes fine, and repeats its self, and never stops.

Here are Comp spects AND PLZ dont tell me to upgrade best i can do.

Windows ME
320 mb ram
850 mhz
nividia vanta/ vanta TL graphics card
Wireless internet a 7mbps with linksys compact usb adapter.

I basically double the sys requirements of runescape here they are.

128mb ram- i ran test i have 256 mb ram for free use
500mhz - i have 850mhz free to use.
internet at 7mbps alot faster than dial up.

Here is what i have tried. delete internet cookies,files

rune scandisk,and disk defragmenter

i have no viruses and i have no problem with computer i can play warcraft 3 online just fine.

i only have one thing on my usb adapter for the internet, it blinks wene it loads up pages and stuff its supposed to [so u now when things are loading] but i have got runescape to work couple times and wene it does work the lite a first blink constantly and make runescape run smooth, but when runescape does the weird lag it only blink a little bit not fast.

i have deatil on lowest settings and have nothing running in the backgraound. Tried updating messing with java and on runescape by switching the java setting still nothing works.

here is a video i made to see what its like its not the fulls screen since hyper cam slows your computer down alot, here is a side flame shot it sopped to run smooth without stopping but look what happens... its a little speed up i did it on purpose so you see the stopping a little easier!!!
