Warcraft III + New Comp Crashing

friend has a problem. everytime he tries to play warcraft III he discs and lags constantly. this didn't happen on his old comp. It doesn't happen on any other game, he just discs from the game and stays on battle.net. internet problem or computer?

new comp is Vista Home Edition, 8300GS, Intel Core 2 4400. Mobo is called 'Dell DXP061'. His VCard driver is apparently up to date. Don't think BIOS updating will help. I have no idea, but he says he has 'vista updates'

iirc, low end 9000 series (9000, 9200, maybe se of some sort)

anyhow i don't think it gets lower-ender than that
