Oblivion - "Destruction" Skill Question!

In the game TES4: Oblivion, when you attack an NPC with your staff (e.g. fire a bolt of lightning at them) does it raise your destruction skill at all?

I only ask because it just seems odd that if it doesn't, then I may aswell use a sword instead & just rely on my destruction spells instead of a staff as the destruction spells (as far as I know) are more powerful than a staff anyway.

hmm this is one im not sure about.i always use spells and carry a sword.

No, it doesn't. Since the staff is doing the magic for you, you're not really learning anything. I use staves a little at the lower levels (when I can be bothered), but I just don't use them after about level 5 - they're not worth the effort. You're much better off just casting Flare at every enemy you see.
