The best games are never sequels. This is why Bethesda makes such great games. They start from scratch rather than trying to improve on perfection, which always results in something imperfect.
Look at all the complaints about Halo 2. If they had started over instead of forcing themselves to be dragged down by the limitations of the previous game then Halo 2 would have been better. If your going to make a sequel then you have to be prepared never to change anything, or star anew.
