I did a bit of searching around and found this:

Anyways, it turned out that you have to press the sync button on the wireless connector (the one shaped like a big guitar pick that you plug into the PS3) til it starts blinking rapidly, then press the PS button on the guitar til the number 1 light stays on. Hope that helps!

Plug in the little USB dongle that game with it. Then make sure the light on the dongle is on/flashing and if it is then press the PS button on the guitar once, then it should blink, then press it again. It should now be connected

I don't personally have the game, so this is all I can do, maybe someone does have it though and they might be able to help you out if the above steps don't work.
