problem with turning my ps3 on

this is my first time posting on these forums but i really need some help with my ps3.
it's a japanese system that i brought back to canada because from what i know it works with both voltage types, but the power doesn't turn on, even though i've checked the system's connected right.
does anyone know what might be going on?

Hi,

You are correct, all PS3 have a can run on voltages from 120 - 240 (I think, give or take a few).

When you plug it in, do any of the lights come on?

nope, no lights at all, i have no idea what to do, i even bought a completely new power cable that hooks directly into the outlet and still nothing.

Did you flick the switch on the back? (Like the PS2 had)

sorry for taking long to reply, but after quite a while of troubleshooting, i plugged the ps3 into a 120 to 240 adapter and it works spick and spam!
i guess when i first bought it and used it in dubai (which is a 240V region) the ps3 must've set itself to only using that voltage? at least that was my justification. i wonder if there might be a way to reset this, possibly through formatting if the information about voltage is in firmware, or buy flicking a switch on the power supply if this is about hardware.

the big problem is that i think there's some sort of incompatibility with the refresh rates. because when i turn the ps3 on, i can see a picture, but it keeps rolling up and down in crazy bands and i have no idea what to do about it. i tried all resolution settings and nothing worked, along with looking for a way to change my refresh rate from the tv's side, since i don't know of a way to change the ps3's.

anyone know what the problem might be?

Good to hear you sorted out your first problem.

With regards to the picture issue, which cable have you used to hook it up with your TV? (The standard one that came in the box, or did you buy a new one? Also, just making sure, is it directly connected to your TV?)
