Does this happen only on a particular server, or on all? Have you tried enabling/disabling mouse acceleration in the settings? You can also try to change the sensitivity.

Hmm ok, try enabling it and give it a shot. And when you mean crosshairs, does the weapon itself lag out or the crosses themselves?

Try enabling or disabling Vertical Sync, that could be causing lag on the 2D overlay, though it usually affects everything universally.

Re: CSS lag
What do you mean your "crosshair is delaying"? When you move the mouse to aim it is not instantaneous? Have you attempted to use a different USB port, preferably one in the back?

No, ports on the back of a computer get more power than the ones on the keyboard, monitor, or on the top. Also, are you using a wired or wireless mouse?

Its not that it's more power, its that they're connected directly to the motherboard.
Anyway - have you attempted to update drivers for your mouse?

Re: CSS lag
just try to enable the vsync in game on in your video card's control panel
getting 300 fps is a waste, it'll just make the video card stress more
