OK guys so lets get right into it, i JUST finished reinstalling oblivion, no mods no updates no nothing, the only thing i have TRIED to do was install oblivion mod manager, anyway right at the end after i have clicked finish i get this error

"C://Windows/Microsoft.NET/Framework64/v4.0.30319/mscoreei.dll could not be loaded"

i have no clue what this means or how to fix it, i tried repairing the .NET framework
should i try uninstalling then reinstalling it maybe? please get back to me guys this problem has me by the balls

Download the latest .NET Framework from this link and re-install the Mod Manager again.
Download details: Microsoft .NET Framework 4 (Web Installer)
