Frame time spikes on gtx 1080

I'm facing frame time spikes issue for about 5 or 6 months and still without result. I hope someone can help me detect what causing this problem.
So every game what i'm playing it stutters/freezing (some less some more) for second sometimes there is just little stutter no GPU usage or FPS drops next time could be higher frame time spike which cause GPU usage and FPS drop. Sometimes GPU usage can drop to 0-1% and screen just freezes... Also i noticed few times RAM usage and ram page file drops as well reason - frame time spike...I have spent for hours, days to find what's going on but with no luck.
Here is last steps what i did:
-Fresh win10Home installation also tried win7Ultimate (right now im on win10)
-Downloaded and installed only necessary drivers, softwares from manufacturer web like chipset driver, intel turbo max technology, latest graphic driver, steam.
-Run games in windowed mode
-Disabled Windows Defender, didn't installed any antivirus
-Disabled Game DVR
-Removed Xbox app trought powershell
-Disconnected internet, removed cable from PC's back
-Disabled Superfetch, prefetch. Removed all stuff from C:windows/prefetch
-Disabled any power saving feature on win10/bios
-Disabled all win10 features like "tablet's mode" and etc...
-Disabled Nvidia physx
-Disabled G-Sync
-Updated bios
-Cleared CMOS
-Set bios to default settings and saved
-GPU run @ stock clocks also tried debug mode
-Nothing is overlcoked
-Returned GPU for diagnostic's back to store - no any problem detected.
-Tried different monitor
-Run memtest+86 - nothing detect
-Run Intel CPU diagnostic tool - all passes.
-Installed samsung magican for SSD's to check health and status- all good
-Updated SSD's frimware.
-Disabled on board sound trought bios
-Unplugged GPU and put in another PCIE slot
-The same thing with ram put them DIMM1 and DIMM3
-My ram moudel number: CMK16GX4M2B3200C16 in MSI memory support list i cannot find them. Asked about this Corsair and MSI customer support about RAM compatibility with MB. Both answered - RAM shouldn't cause any problem.

These are most important steps what i did.. and still im facing this stutter/freeze. I dont even know what to do.. Could this be some driver realted problem? Or just hardware is broke :sad:

In this video lowered in game graphics to potato. Trought Nvidia control panel set all default except:
-Maximum pre-rendered frame to 1
-Monitor technology to fixed refresh rate
-Multi-display to single display performance
-Power managment mode to Prefer maximum performance
-Vsync ON
-Tripple buffering ON

System:
Monitor: Acer Predator 2560x1440p Gsync to 165hz also tried Benq 1920x1080p to 60hz
Case: Corsair 780T
Fans: Corsair 12mm x 4 quite edition
CPU cooler: H105 Thick 240MM
MOBO: X99A GAMING CARBON PRO
GPU: ASUS GTX 1080 Advanced version
RAM: Corsair 2 x 8gb (16gb) CMK16GX4M2B3200C16
CPU: 6850k Broadwell-e
SSD: SAMSUNG 512 GB (win10)
SSD: SAMSUNG 1 TB
Power Supply: HX1000i
APC SMART UPS 1000V, 230V

*Frame time spikes – SOLVED *
Now everything runs smooth without stutters/fps drops. This problem caused by voice chat software called “Curse”. Even if i dont run this app or just uninstall – i still had performance issues. BUT after re-install win10 and not installing this nightmare i am able run my games without any problems!
