I RECENTLY PREFORMED SYSTEM RECOVERY ON THIS MACHINE
I AM CURRENTLY USING MY BROTHER'S LAPTOP BECAUSE THE ONE THAT NEEDS FIXING CANT ACCESS THE INTERNET.
# Version of IE (Internet Explorer) - Internet explorer 8
# Operating System - Windows XP service Pack 2
# What you have tried - Calling HP tech support and my ISP(Verizon FiOS) tech support.
# What the problem is - I CANT access websites like google or yahoo or anything with internet explorer even though my ISP is perfectly OK and everything is connected, and it says in network conncections i AM connected to the internet via highspeed LAN/Broadband. I noticed that when i turn my router on and off a message comes up and its says my IP has to be fixed or something. With the FiOS tech support they said i pinged everything fine and that i could go on google and yahoo via the command prompt but for some reason i couldn't in internet explorer. in my internet options i went to connections and i just ticked the auto detect under LAN settings and nothing else.

ALSO when i reboot in safe mode networking i dont even have to do anything it just automatically works in the browser and everythings fine except im in safe mode.
ALSO ALSO i think it somehow is windows media center version or something.. im not positive. when i open CCcleaner it tells me i have windows service pack 2. would media center affect this problem at all?
The HP tech guy said it was a "third party problem" the only antivirus i have on there is Avast which i got on via flashdrive same as IE8.
