You can change many features regarding countries in the Control Panel.

Control Panel > Regional and language settings > then there are different things you can change in there.

Im not sure about how to disable it though

 

Windows needs that info to set up a lot - currency symbols, numerical separators, keyboard layout, etc.

Why would you want to do this?
