OS: Window 7 Ultimate 64 bit

I have a Window 7 Ultimate 64 bit machine. I keep getting a popup window in the lower right corner of my screen. See attachment. I believe this is not MSE but some malware program but I can't figure out where this is coming from. (See attached screen shot of popup) I also notice in Task Manager->Applications that an iexplore.exe is running but I don't know where this is coming from either. The app says something like; http://46.165.221.199/wpad.dat?n=49&...VAAD23wAASq0cf... I've been running a script to killtask iexplore.exe. Any suggestions on how to figure out what's happening? Thanks
