Not sure why you would have to pay extra for a mobile friendly site? Also, not sure what your site is about but if there is a chance that your users might be viewing your website from anything other than a desktop then being mobile friendly is a good thing.
As much as I hate to say this, I don't really like to use the W3CSS website for finding out about mobile friendly things there isn't as much there that can help people unless you want to use bootstrap. I would recommend looking at a couple of this links to get you started with enabling mobile friendly features. Mobile Friendly Websites - Google
All of these links touch on different aspects of mobile design and some of them talk about the same things. Go through all of them and see if they make sense and come back if you have any questions.
