To disable hovering in Windows 10:
Press Windows key + X key and click on "Control Panel".
Select "Ease of Access Center". (This is a different than "Ease of Access" in Settings!!)
Click on "Make the Mouse Easier to Use".
Under "Make it easier to manage window." Uncheck "Activate Window by hovering over it with the mouse."
I turned off everything else in the mouse controls that I don't use!!
After shutting down and rebooting it is finally working! :dance:
