Could be anything. Most obvious would be the internet speed. Or the network connection type, network connection configuration, the modem/router/switch, etc. etc.
First and foremost, please list your computer specs. By knowing your computer specs, we would definitely be able to troubleshoot your computer issue more efficiently. What is the brand/model of your computer? Did your computer started to become slow recently? Or has it been going this way for a little while?
Try performing a tune-up on your computer and see if that helps get your computer running faster. Scan your computer for viruses/spyware, clear your browser cookies and temp files, perform a check disk repair on your computer, and also perform a defrag on your computer and see if all of these steps help you out.

what internet package do you subscribe to, in other words what bandwidth are you supposed to be getting? is it a new problem? or have you always had issues with that computer? have you contacted your isp and have them check the lines?
That isn't a good malware scanner, in any case, I was providing an example.
A network configuration issue is NOT going to cause a lot of processes to run on the computer or cause high cpu usage.
You can use Task Manager to see which processes are running and which ones are using the cpu. You can then investigate that process(s) to find the cause of the high cpu.
I have no idea what you are referring to about the "system volume folder".
Closing ports depends on the network hardware involved, again, you have not provided the network setup. If you are using a router, there is no reason to "close ports" on the PC as they are blocked on the router.
Investigate one item at a time. Don't bunch them all together as they may not be related. After all of the obvious problems are resolved, then you can try and figure out why the "internet" is slow.
