Wifi, torrent using most of the bandwidth

I have a problem I see no easy solution for. I am using "shared" wifi connection but the other user torrents stuff 24/7, usually seeding like 20 torrents, and screwing up the internet speed. Pings go up to 300-400ms and having ping lower than 100 is considered almost a miracle. Reasoning with the user is also futile, even 2-3 hours of no torrenting a day is too much for them...I only need 2 hours a day of unburdened connection, is getting my own internet subscription the only solution or is there any other way?

When he's away I disconnect him from the net, but when I need my 2 hrs he's at home usually (evening). I have played with his utorrent settings various times but he solved everything out eventually. Also, who's paying for the connection? is not important, as we both have the same right to it.

If there was a way to block utorrent from seeding, that's all I need. I am not so familiar with these things though.
