New Computer: Lower D/L speeds, higher ping in games

Hi, I'm a new user on this forum, and I registered to see if I could get help with a problem I just started having.

I got a new computer yesterday, and I am having connection issues.

My download speeds are topping off at about 400 kb/s in utorrent, sometimes higher depending on the application, but they always choke off afterwards, and I am lucky to get 100 kb/s on average. On my old computer I managed to get around 2 mb/s, which is my isp's speed usually.

A day before I got my computer, I had connection issues on my ps3 attached to the same network, but they went away when I restarted it. Last night I had the problems again, but they didn't go away when I restarted my playstation.

Similarly, when I tried to play team fortress 2 today, my ping was in the 500's, which is much higher than it ever was on my old computer.

My new computer is running windows 7, and my old computer ran windows xp sp2. Any help would be much appreciated.

If the PS3 gave the same problem then it sounds like a ISP problem/issue. Have you tried a normal HTTP download?

We cannot assist you with the issue on utorrent, as there are copyright issues involved.

Yeah, any download from a website like microsoft downloads at the proper speed.

Mainly my issue is with games. I cannot play with a half second response time, and
as I said forwarding the ports didn't help at all. My friend suggested a HKEY registry fix,
involving adding a TCIPAckFrequency value, but other sources online say that it's a
"brutal" solution with alternatives.

Like I said before, the ps3 issue was fixed when I restarted the console the first time,
and the second time I had 4 downloads (2 torrents, 1 from blizzard, another from steam) going on on my computer at the same time. This only started 3 or so days ago, and my previous computer was downloading at an average of 2 mb/s, which is about what I get from a direct download from a website.

my ping in team fortress 2 was just at 124 ms, i played a minute ago
do you have any idea what's causing the variability?

What is the new network adapter and what was the adapter in the old PC?

Have you checked to ensure the latest drivers are installed?

This almost reminds me of an issue I had with my Asus mobo that I had last time. Using the Asus driver for the audio driver resulted in lots of static and after much trial and error got the correct driver from Realtek's website and that solved the problem. Try updating drivers and if it still does not help, get the driver from the manufacturer's website rather than the motherboard's website, assuming it's an onboard network card.

Yes I know mine was an audio issue, might it might just help you out a bit.
