Note that for a 256kbit connection, a 28kbyte download speed would be very normal. Remember, 8 bits to a byte.

It's supposed to be 54mbps, but since the router is about a hundred feet away, it is usually run at a 24mbps connection.

The speed of the wireless connection vs. the speed of the ISP connection are two totally different things.

The download and upload speed test said the download speed was 233.1Kbps and the upload speed was 263.2Kbps.

Are download speed and transfer rate the same thing?

The speed of your ISP connection is determined by the type of service you buy. The speed of your internal local network is determined by the hardware in use, and for wireless environmental conditions can also play a part.
