how to get into Modem settings

i have a Bell Sympatico Modem.
its white and it has 4 plugs for ethernet cables, i use 1 of it, my bro uses 3 of it, my mom uses wireless. my bro is using 1 comp to download movie- and japan cartoons, 1 comp to download games and a ps3 to play online, and he even slowed me down to a crawl useing the settings, so he can have a better speed. how do i access the settings on the Bell Sympatico Modem to fix it?

i already no the password to connect wirelessly, will that help?
i am using windows XP pro
