New build not booting (with video)

Hello!

Just "finished" an alpha state of my build a few minutes ago and it won't boot to the monitor. I press the power button, it starts, makes typical bootup sounds (not abnormal beeping, etc) and then just stays there, with the GPU fans continuously trying to star themselves over and over, but they don't.
Also, why do people put PCI-E express cables on the motherboard, when I have them on my video card?

Motherboard: MSI X99s Gaming 9 ACK
CPU: i7-5960x
GPU: GTX 980

Currently don't have the cooling setup as I don't want to have to remove it should I need to change something. Oh, and yes, I have tried booting it with the CPU cooler plugged in.

I'm not sure what you mean by this question.
Do you mean the 8 pin EPS cable connected to the Motherboard for the CPU?
the 6 + 8 pin PCI-e cables from the PSU run to the GPU to supply power to it.
It is recommended to do a test run of the build outside the case before installing it, just to ensure it all works as intended.
The Motherboard should be placed on the box it came in to make sure nothing shorts out.
