Upgrade graphics card for a Dell Inspiron 530

Sooo...
I'm not too computer savvy so please bare with me on this....
I have a dell inspiron 530 (not a slim) and recently I wanted to install the sims3 and a few expansion packs, but apparently my graphics/video card is not up to par...
I'm not looking to spend a whole lot of money, I'm really just looking for the most basic thing that will allow me to play the game.

ummmm... here is some basic info about my computer:
Windows 7
Processor, E4400, 2.00, 2M Core Duo
4gb ram

You will need to upgrade the power supply as well.

ok... I can do that as well.
But, do you have suggestions on which card I should buy? and I guess what I need to buy for the power supply?

It's an older DX9 game, so pretty much any current card will work fine.
