If the problem wasn't occurring before the reinstall, then how it was done or all device drivers haven't been installed/upgraded comes into play. Any yellow ticks in the Device Manager? If everything has been done properly, then the unlikely possibility that the monitor is failing at this particular time is sufficient cause to test it on another computer.
Well he tested on his TV and gets the same problem. Also when he drags windows on doesktop there is some "lag" seen there as you could see at old computers when you hold one window and move it fast around the screen.
I don't see where anyone is saying another monitor works guys. Obviously something changed with the new install. Can you tell us why you reinstalled Windows if everything was working fine?
