Artifacts on mainly system windows

I clicked on a 'flash video' link & after a few seconds the video went solid green with sound. Then the PC shut down & when it rebooted, I had green artifacts at the start-up screen. Now every 'system window' has artifacts/pixel distortion so that I cannot read what anything says. Also when I click on file (or any other tab like that) the items on the drop down menu disappear as I mouse over them. Does anyone have a clue what this is? Any help would be greatly appreciated. I have done a system restore, run full scans via AVG, Malwarebytes, & other security programs & they all say I'm clean. Could it really just be my Video Card that's affecting only certain items & not all images? I've attached a couple of sample screen shots & another example is with AOL. Look at the URL & sign on point. That doesn't happen with Firefox, but does on Explorer. At a loss, please any advice & or suggestions.

Oh sorry,,,still very new.
OK, Built for me by Dell (I know, the evil Dell corp..lol)
XPS 435MT
Win7 Ultimate 64bit Edition
Intel Core i7 920 @ 2.67GHz
8GB Ram
ATI Radeon 4850HD PCI-E
MOBO, not a clue. Whatever Dell puts in the Studio XPS 435MT
Also not sure about the Power Supply, again, whatever Dell uses on the studio xps 435mt
Sorry I'm not much more help. I'm very green when it come to PC repairs & diagnostics, yet can repair almost any problem with the XBOX360 & PS3. Thanks for helping.

Also, if it is the video card. Is there a certain brand & model that would be way above what I have now? I've thought about the GeForce GTX 550 Ti...

Remove the case side and look at the label on the PSU for the Brand Name & Model Number.

Update::::
It was my video card & unfortunately with the way the tower & MOBO are set up, I couldn't go with a great card. So I installed the ATI HD6670 & decided to re-flow the HD4850. After the re-flow, I pulled the inferior 6670 & put the 4850 back in. I am happy to report that the ATI 4850 is working like new again & holding up well to the tests.

You're welcome but I would strongly suggest you upgrade the PSU as soon as possible.
The Delta PSU could have been a strong contributor to the GPU failure. The PSU is lower quality and underpowered for a dedicated GPU.
We suggest a minimum 550W good quality PSU for a PCI-E PC.
