I recently forwarded ports to my computer (HP P-7 1235 Pavilion) but i am not sure if they forwarded correctly or if they need further or i need the PPPoE or something im not sure

Opening ports won't normally affect your Ping. Is your Ping like this on other shooter games? I normally have a lower ping on BF3 than other shooter games so I am just curious.
Ping is directly proportional to hardware capabilities and can not be altered by software changes.
Several factors are involved when calculating ping (the time it takes to send and receive data from your PC and the server)
The first (and simplest to change) is your Internet connection speed and quality. Having a high download speed (15Mbps or higher) and living in a moderate-sized town are very important. Simply put: the larger your city is, the more resources it has to upkeep a good Internet infrastructure.
Second factor is distance. How far you are from the game's servers is very important, approximately 1 millisecond of latency per 85km is the norm.
Another factor is the quality of your modem and if you're using a wireless router. Wired Ethernet connections are always superior to wireless / Wi-Fi connections, and having a decent modem that can support high-speed internet is necessary.
