windows sockets initialization failed

Hi, my problem is that when I turn on my computer and get to my login screen, everything is noticeablly oversized as if I'm in safe mode which I'm not. When I log in, I initially get a blank silver screen and eventually a window pops up that says "Windows sockets initialization failed" After I click okay, my desktop shows up but again everything is larger than normal and I can't connect to the internet.

I've tried entering netsh winsock reset catalog/netsh int ip reset reset.log from the command prompt but when I do I get "Initialization function InithelperDll in NSHHTTP.DLL failed to start with error code 101007"

I've also tried to do a system restore and I get an error message when I try to do that too.

Any help would be appreciated!
