Windows freezes when opening "My Pictures"

Windows 7 has been very buggy for me since I installed it, but I have been able to pinpoint the issues to my attempts to open and do anything with (move, delete, open) the files in the "Pictures" folder. This includes doing anything with this folder through the "save as" feature, while changing desktop background image settings, or anything that involves manipulating these files. I have tried to delete the files while in safe mode, with the same results.

Please help. If additional information is required I can provide it but this is about as much as I know. Thank you.

When I say it has been "buggy" since installation, I mean things like a lag between when the pointer switches from an arrow to a hand when I move it over a program or link when online, a lag with opening programs that sometimes results in windows not opening the program at all, itunes stopping playback while playing a song for several seconds before resuming, etc.

And sorry, just noticed that I never said what the issue was. When I try to do anything with the pictures, the whole computer freezes up and I usually have to reboot. Thanks!
