windows 7 Keeps Restarting Works in Safe mode, not Hard drive or Ram
Hey Guys I am trying to fix a company computer, and it is windows 7, all of a sudden when we would start the computer it would just restart at the black starting windows screen after the bios, I switched out ram of the same kind and the harddrive of the same kind and nothing worked, same thing, although I can start it in safe mode, in safe mode I get a message about cant install USB device, the only thing USB is the mouse and keyboard so I started it up with only the keyboard and selected "start windows normally" and then quickly unplugged it and still nothing! This is very frustrating, I even went into the computer properties and unchecked "Restart automatically when theres an error" and when I hit the button to enter safe mode there was also a option to "restart computer and turnoff auto restarts" but yet it still happened. Any ideas on what to try? At first we thought it had something to do with the electrical outlet in the wall because we put plugged in another computer in there and that one started acting up to, (its possible the old computer may have already had problems) so then the next morning we just plugged in a brand new computer and it worked. Thanks in advance for any ideas and solutions. Also this computer was a billing computer not used online much at all (didnt download music/movies or other random stuff)

Go to bios and look at the voltage reading and post here. Mainly the 12v reading also the temp reading.
Please post the make and model of the system if it's an OEM.
If it is a custom built please post motherboard brand and model, Cpu specs, Graphics card brand and model, PSU brand and wattage OEM or custom built.

It wont let me edit my post but:
Video is on board and there is no pci/agp/pci-x cards in the slots, and there is one stick of ram 2gb which reads right in bios
Power Supply:
ATX-300pn 300 watts

I disable all USBs in BIOS and that didnt do anything either

When you say installed a new hard drive of same type did you reinstall Windows on that new hard drive or did you clone it? If you cloned the other drive you would have also cloned any errors on the disk also, including maybe faulty or corrupted system files.
Did you try any CHKDSK. Can you access Windows 7's Recovery Environment?
Best bet would be to reinstall Windows on the new hard drive backing up any important files using Ubuntu Live CD which is in my sig, accessing the Windows 7 partition backing up any files to DVD's or thumb drives.

No I just pulled it from a working computer to see if it was an error on the software side, and switched it with the hard drive in the faulty computer.....
CHKDSK is typed into RUN? Can I do this in safemode? I assume this checks the harddrive?
Windows repair when I press it on startup froze the one time i tried it but now I tried it again, it says windows was unable to start, startup repair is checking your system for errors, And it says "System Repair" as the window name I will let you know the outcome dunh duh duhhhhh

If you took a drive from another computer with Windows 7 installed on it then put it in another computer it will not boot. Reason is because that hard drive does not have the same drivers install which is for the other machine chipset drivers which is for the other computers motherboard.
Start from scratch.... With the other hard drive will Windows load? What symptoms are you having with the other hard drive installed?

The computers are the exact same, I had the same symptoms with the other hardrive, windows repair is going through the attempting repairs phase, with the bars going across the screen loading/processing!

well the system repair caused windows to restart and then it just shutoff again and when it restarts I dont know whats going on because the monitor goes into power saving mode for some reason and shuts off, so I am trying it one more time!

Are you sure they are the same? one chip on little difference the system will not boot. Different graphics gpu onboard or card, network adapter etc....
The bars they are files being loaded which is not the repair phase yet.
try resetting your BIOS to defaults F9 I believe then hit the f10 button.
Also check your boot order setting in bios. Does your machine have a recovery partition?
Do you have any SD card drives plugged in or any USB thumb drives plugged in perhaps in the back?

no sd cards, when the computer does restart the monitor says going into power saving mode, and even when I move the mouse or keyboard it wont come out of that mode, I did restore defaults in bios,

Whoa, i dont know what i did but I went to put the cover on and had to kind of pound it on not real hard, and I gripeed the front of the computer for leverage and might have hit the power button, but it shut down so I turned it back on and unplugged the ETHERNET cable and it made it to the desktop!!!! and didnt even go to the "Incorrect shutdown" screen!

I am going to restart it and see if it was the ethernet that fixed it, if it was what should i do? its onboard? and on the desktop it says USB device instlled correctly, where in safe mode it said it couldnt install it, although it might just be the keyboard I think I have 2 plugged in actually lol Thanks again jack BRB

it is the ethernet, as soon as i plugged it in it shutdown! and that explains why safe mode worked because there was no networking! so how do I fix the ethernet? Also now that I did that when It auto restarts with the network cable plugged in it goes to a menu that says windows error recovery and gives the option for 3 safe modes or normal start, when it tries to start it makes it to the windows logo screen and then kills but this last time it made it through the windows logo screen to the black screen where you can see the mouse pointer right before the desktop loads before it restarted!!!
Were making progress what do you suggest?

False alarm, so I restarted it and it went to desktop again, and so I plugged in the network cable whiule it was running and it immediately restarted now I cant get it to even start right at all, it keeps going instantly into power saving mode where the monitor goes to sleep (Green power button turns orange) and the blue power button on the front of the computer goes much lighter as it goes into power saving mode, I even tried starting it with only the monitor and power hooked up and still does the same thing! WHAT DO I DO? this is so frustrating!
