vista pc wont start

i recently re formated my friend vista pc cause when the cpu power came on al that was loadind was the dell an welcome screen an den its cuts off an safe mode was not comin up so no choice but to re formated but now the cpu wen press to come on it makes a loud noise an starts beepin but the doesnt come on i think its on the light which shows as orange the spec of the pc is 2gb ddr ram, 2ghz processor, not sure on the graphics

i'm thinking it gotta be a hard ware problem may be the ram or the ram slots or board?? any advice

Please try to be a bit more concise.

I think this is where we need to look.
Is the loud noise like a long chalk board sound?
Often that means a disconnect.
Check the seating of all connections.

What is the pattern of the beeps?
1 long 2 short or something different?

ok so wen the monitor is on the light normally shows green well the cpu is turned on it makes 2 short beeps and the monitor light only turns orange an nothin happens systems doesnt come on ????

Open the computer up and double check all connections.
Wiggle and cards and memory to be sure that they are seated correctly.
Do Not wiggle the cpu and is fan.
Also be sure to check the video to monitor connections.
