This issue recently started happening to me, mainly after I attached a new HD monitor to my computer and updated my graphic drivers.
When I updated the drivers, I had two monitors connected, one via DVI (the one I was using before getting the new monitor) and the new HD monitor, which is connected via HDMI. Not sure if this is relevant, but just figured I'd mention it in case it's a possible cause.
The only way that I can boot is in Safe Mode... otherwise it just hangs on the Starting Windows screen with the Windows animation constantly glowing.
I have tried running start-up repair, but that seems to hang on the "Attempting to fix problems" screen, so I have to do a hard reboot each time. However, it was able to get past that a few times and say that the issues have been fixed and the only option it gave was to restart, so I did... but the same thing ends up happening. Computer hangs on Starting Windows.
I have also tried removing all display drivers in safe mode and any other software that I recently installed to see if they were causing any problems, but the issue still persists.
Additionally, I have tried running MSCONFIG and unchecked "Load startup items" under Selective Startup and disabled all non-Microsoft services, but no dice.
Booting to last known good configuration did not work as well.
I was able to efficiently use the new monitor just fine for a few days until this started happening.
Any ideas for a solution?
