What happens if you run a game or a large program? The processor should increase the the max power. Today most processors can idle therefore they don't use max power.

laptops/notebooks will/can throttle the processor back as a power saving feature but on a pc it doesn't work that way since there is no need to conserve battery power.

This is usually a sign of the mainboard being misjumpered.

did someone play with overclocking?

No, I use speed fan as a simple monitoring program as the laptop is old. No one has ever played about with the settings.

Boot into the Bios, that is the only sure fire way to know what the processor is showing as. You can also try Speccy and see what it says.
