all usb ports no longer work..

i have a desktop running windows vista which i used to install a program to get my ipod out of a boot loop. unfortunately i am not 100% sure what the program was called, or where exactly i downloaded it from.. i came across it after an hour or so of following leads from one site to another trying to fix my ipod. although i am not 10 sure of the name of the program, it appears to most likely be iRecovery.

after downloading the program, i installed it. my speakers kept sounding off with that "unplugged/plugged in device" notification sound. while it was installing i went and checked oher things on the computer (bringing up windows in front of the installation progress window) and shortly after left to do some things around the house. when i came back, my mouse wouldnt work. neither would my keyboard. i couldnt see what had happened with the installation, although i could see my computer was frozen. i looked under the mouse and the red laser light was off.. i rebooted... when it started i noticed no windows boot sounds playing on the speakers (another USB device), and still nothing would work..

i have a dell as my desktop and ive never had to restore it. i cant seem to find the way to trigger a restore while it booting.

it may be important to note that the mouse light and keyboard work early in the boot, but as soon as windows starts loading the light will cut off..

any ideas how to fix this? i need to recover information off that hard drive if it needs to be wiped and i have no clue how to do that..

this may sound really unworkable but i can assure u, it works.
simply off ur computer, pull out ur power cable, and wait for all lights to go off ( such as lan) which is ard 10 seconds. then after that, plug back in and simply wait 5 seconds before onning ur computer. try it!
