Increasing number of handles

Even when my computer is idle the number of handles continually increases to well over 1,000,000. When I use "Sysinternals" procexp.exe the extra handles belong to the system. Eventually the machine hangs; frequently Skype complains that there is not enough storage to process a command.

Define "handles". Please elaborate on the particular problem you are experiencing.

By handles I mean the handles specified under the Performance tab of Windows Task Manager. System Info. follows.
Computer Dell Dimension 3100
