I have a HP Pavillion m9150f that repeatedly turns on and off every five seconds. To stop the cycle I hold the power button down and perform a hard shutdown. I checked the fans and they are turning, which leads me to believe I don't have an overheating problem. My thought is leaning to a grounded power supply. Any suggestions on how to test or other ideas of what the problem could be?

How long since you have blown the dust from the heatsink and fans? To check for overheating, take the side of the case off and place a house type fan blowing directly on the CPU/Heatsink area and see if it stays on longer.
