I have a blank hard drive and a hard drive with the Windows XP OS.

If I copy the root directory from the h/d with XP on it to the blank h/d, will the blank h/d then have the XP OS on it too?

Nope. You need an image utility to copy all of the hidden and system files that don't get copied by a normal copy process. Norton GHOST, Acronis True Image, or the utility supplied by most major hard disk makers.
