When i turn the key over nothing happens, then when i turn the key to the off position the black box by the OBD1 connector(believe its powertrain control moduel) makes sound's. When its making sound if you press to turn the lights on it will stop but lights will not come on and as soon as you turn them back off it makes noise.
I did try a used PCM and it does the same thing. Any ideas??????????

if this saying is correct with the word nothing
check the battery ... low voltage will make relays and controllers do weird things

Bad ign switch maybe? Almost dead battery? Starter relay, fuse. have you tried a jump start yet?

Ya, battery would be the first thing to check. Then loose or crossed battery connectors and wiring, and then check under the dash by that module for any crossed or loose electrical wires. Then try the ignition switch. What happens when you turn it to the ACC position?
